Stichting Internationaal Strafrecht Submits Official Communication to the President of the Republic of Tajikistan

Stichting Internationaal Strafrecht (International Criminal Law Foundation), an independent legal foundation based in The Hague, has formally submitted an official communication to His Excellency Emomali Rahmon, President of the Republic of Tajikistan.
The communication respectfully requests the competent authorities of the Republic of Tajikistan to conduct an independent assessment of information relating to the protection of public health, environmental protection, corporate integrity and the implementation of the United Nations Convention against Corruption (UNCAC).
Independent Investigation
The communication is based on an independent legal and factual investigation conducted by Stichting Internationaal Strafrecht over an extended period.
As part of this investigation, the Foundation examined and analyzed corporate documentation, publicly available records, commercial information, product documentation, geographical data, audiovisual material and other relevant documentary evidence.
Official Submission Through Three Separate Channels
To ensure that the communication reached the competent authorities through official government channels, Stichting Internationaal Strafrecht submitted the communication through three separate official routes:
- through the official communication platform of the Office of the President of the Republic of Tajikistan;
- by personal delivery to the Office of the President by an authorized representative of Stichting Internationaal Strafrecht;
- through the Ministry of Foreign Affairs of the Republic of Tajikistan, with a request that the communication be forwarded to the Office of the President.
The Foundation maintains documentation relating to these submissions, including administrative records, proof of submission, video documentation of the electronic submission and documentation relating to the personal delivery. Such documentation may, where appropriate and upon request, be made available to the competent authorities or, where appropriate, to media organizations for editorial verification.
Request for an Independent Assessment
Through this communication, Stichting Internationaal Strafrecht respectfully requests the competent authorities of the Republic of Tajikistan to independently assess the submitted information in accordance with the national legislation of the Republic of Tajikistan and the country's international legal obligations.
The communication also refers to the Republic of Tajikistan's commitments under the United Nations Convention against Corruption (UNCAC) and to its participation in the Regional Platform for Fast-Tracking the Implementation of UNCAC in Central Asia.
Legal Clarification
Stichting Internationaal Strafrecht emphasizes that this official communication does not constitute a criminal complaint, a civil claim or an administrative enforcement request.
Furthermore, the communication does not determine or allege criminal, civil or administrative liability on the part of any natural person or legal entity.
Its sole purpose is to place relevant information before the competent authorities so that they may independently evaluate the facts and determine whether any further action is appropriate under the laws of the Republic of Tajikistan.
Phase One
This official communication constitutes Phase One of Stichting Internationaal Strafrecht's broader investigative process.
The Foundation is currently preparing Phase Two, a comprehensive investigative report that will systematically present the chronology, factual findings, legal analysis and supporting documentation arising from its independent investigation.
Should the competent authorities request further assistance, Stichting Internationaal Strafrecht remains fully prepared to provide additional documentation, factual clarification and other relevant information through the appropriate official channels.
