International Criminal Law Foundation Requests Factual Response from HEKTAŞ A.Ş. in Ongoing Independent Investigation

The Hague, 31 July 2026

The International Criminal Law Foundation (Stichting Internationaal Strafrecht), an independent legal foundation based in The Hague, the Netherlands, has formally requested factual information and clarification from HEKTAŞ A.Ş., Türkiye, as part of its ongoing independent investigation into the international supply chain of agricultural chemical products distributed within the Republic of Tajikistan.

During the investigation, references to HEKTAŞ A.Ş. were identified in documentation and other materials reviewed by the Foundation. The appearance of a company's name in investigative materials should not, in itself, be interpreted as evidence of wrongdoing, liability, or any adverse finding. In accordance with the internationally recognised principle of the right to be heard (audi alteram partem), the Foundation has invited the company to provide any factual observations, supporting documentation, or other information it considers relevant before the investigation is concluded.

The Foundation has requested information concerning product traceability, the international distribution chain, commercial relationships, due diligence procedures, and compliance processes, insofar as these matters may be relevant to the supply chain under examination. A written response has been requested within fourteen (14) calendar days. Any response received will be reviewed independently, objectively, and in good faith before the investigation is finalised.

Upon completion of the investigation, the Foundation intends to publish an independent report describing the methodology applied, the documentary materials examined, the factual findings, and, where appropriate, the applicable legal framework, together with any relevant responses received from the parties concerned.

The Foundation conducts its investigations independently and without instruction or influence from any government, corporation, political organisation, or other third party. Its work is guided by the principles of independence, objectivity, due diligence, transparency, journalistic integrity, and procedural fairness.

No final findings or conclusions have been reached. This publication is intended solely to inform the public of the procedural progress of an ongoing investigation and should not be interpreted as an allegation, accusation, determination of liability, or final conclusion concerning HEKTAŞ A.Ş. or any other natural or legal person.
